The Germans are really coming to life now as is all of Europe in the hunt for Vladimir Putin.
The international arrest warrant brought about the following statement from the German Justice Minister:

The ICC arrest warrant covers a 123 country jurisdiction for prosecturos.
So in theory, Putin can still go to some places but it is incumbent on all nations to hand him over once he lands. Of course the Russians could also do this themselves after he loses the war.
