Sometimes if a distressed asset looks to raise funds it can go to an auction. Sometimes it means nothing and sometimes people just test markets and auctions to gather some intel.
Putin however is going to auctions at the moment urgently to raise funds for his failing war:

Shows what the market thinks of them now and the East in particular. They are scraping the barrel to get anything. Bad debts can be written off when it comes to Putin.
A lot will default on the debt for legitimate legal reasons due to force majeure time or war – and Putin soon to be in The Hague or something else. Don’t give Putin a penny. Nothing.
